That's a very common problem with the volcano. You wont hurt anythin by turning FOC off.
One person said they could not turn it off with certain bios revisions but I don't remeber what they were.

Sounds like you didn't hook up the fan to fan header 1. You will need a 3 pin fan connector ensure it's on header 1.
If you do not have that hold the insert key down while powering up.
I have seen literaly over 50 people rma this board because of this.. All they had to do was read the manual...
