Are you sure the space after IRC is really a space and not an unprintable character of some kind. People used to do this kind of thing in DOS to keep people from erasing files. Can you copy the file to a floppy by using copy irc*.* to A:\ ? You might be able to fool around with it there.

I don't know about W98 but in W2K if you right click on the desktop, to to Properties, to to Effects, there is an item saying "Use transition dffects for menus and tooltips". This list a couple of effects (which I don't use). You might try this with W98.
You can look in Taskmgr under Processes. System idle time will give you a good approximation. If you have your machine running background tasks just add the few largest ones and you will get a pretty good idea.
