How much do you have to spend? If you want one of those two cards then its best to get the newer tech (even though i have a gf2ti that is extremely fast when both cpu and gpu overclocked ie 8000+ marks in 3dmark2001). Around the same price you can get a geforce 3 with dx8 capabilities.
I used to have a t-bird athlon and put the fsb up to 152, without unlocking it. Without a doubt overclocking the fsb is far better than just unlocking it, as long as your chip can handle it. My chip was an 1.2 ghz on 133 @ 1368 on 152 fsb. This was using a ddr motherboard and a 1600 rated fan...
It may be your gpu. I have only oerclocked my system using Gainward cards, purely because they have been selected to cope with system overclockers. Try another graphics card, whatever the make, to see whether it is your graphics card. Otherwise it is the ram, i suggest getting a ddr motherboard...
