I doubt there's a single game out there that has no fast movement - even scrolling in Civ5 can cause tearing. Clearly that's a game that can get away with Vsync, but that's only true of turn based games honestly.

Have you modified the Services running on your computer at all?
If Windows Installer is disabled, many installations won't run correctly.
Go into Services (Running 'services.msc' does it in XP) and make sure Windows Installer is either on Automatic or Manual AND Started.

Sorry, only two I know of are Windows Blinds and StyleXP. And personally I found Windows Blinds to be horrible. Extremely buggy and incredibly unstable.
Had the same problem recently on a clean reinstall of XP (completely wiped Hard Drive).
It's not necessarilly faulty ram. In my case, I had accidentally changed an obscure BIOS setting ('S2k Slew Rate') which caused the system to be massively unstable. I'd recommend going into your BIOS...
Yeah, sometimes the latest isn't the greatest. And I really don't trust Microsoft's 'modified' drivers much. I stick to the vendors, they know what they're doing most of the time.
Actually, I just installed Mandrake 9.0 over WinXP. LILO installed itself and automatically configured to boot Linux by default, and has NT as an option to boot.

Those LEDs on the battery ... if your battery has a button hit it and see if they blink. If they are blinking, it means your battery's dead. (Well, I know this works for C500s/C510s, I'm not sure about Inspirons).

Not sure what the problem might be, but first try less aggressive settings in the BIOS. Drop the overclocking for now, reset any memory settings, etc ... See if the system becomes stable again. If so, then just one by one enable the options.
First instinct is drivers. Bad drivers can mess anything up in a system (once I had my internet access freeze constantly - because of a Creative Labs sound chip).
Try going to the vendor's website and downloading the latest versions.
If you wipe all the partitions from your hard drive, then try to install WinXP creating a new partition, it SHOULD create a new MBR to go with the drive. I just recently clean-slated my hard drive, due to a partition changing problem, and never reset to an active partition or an MBR. The WinXP...
