You're gonna run either cleron 2 or coppermine right? then 250W is good enough unless you will have tons of components such as SCSI controllers, 3 HDDs CD writer and DVD player all in one box.

Probably ASUS CUBX is the best out there. Asus quality and stablity + BX and ATA66 performance.
But MSI BX master would be a good choice too if you have slot 1 processor.
Personally I used both Via and BX, and I could feel the performance diffrence (BX is better) although I like 1/2 agp...
Another vote for the Samsung 900NF.. I just got this monitor a week ago after a lot of researching, and I'm absolutely amazed by it. Its diamondtron tube gives me excellent text and colour, and its flat screen blows away my cheap 17 inch monitor.
