    I ran stress test on cpuz and it didn't boost, it stayed at 3.4. I ran just a quick bench from user benchmark website and it boosted to 3.7 and gave me a UFO for workstation. So, all of this from what you've written sounds completely normal and is what is expected of these newer chips...
