I've got you beat. let's just say I'm from the former USSR (baltic region)...and lets say that a certain grandmother got tired of her fuses blowing out so she just put in a piece of metal (meaning circuit ALWAYS closed, so fuses blowing is not an opportunity)....and lets say someone was little and saw those metal things you knit with....and for some reason that someone realized they fit perfectly into the wall socket....so someone decided to stick them in....yeah w00t.
