Its a pretty straight forward question.

Im looking for high performance graphically but a processor that will last me.
(Consider both processors are paired with the same graphics utilities)

1.7mhz Pentium-M @ 2mb cache

or

a P4 3.0mhz with hyperthreading?

yeah p4
especially if the HT is being used properly in your benchies
and if you have the option of faster memory on the P4 there is no contest

for graphics processing the HT p4 would be faster, for raw data crunhing (like Distributed Computing projects) the Pentium M would eat it alive.

OK cool, thanks! Now, lets say im getting this in a laptop, but i still want to be able to run graphically demanding games such as HL2 or farcry, what would be the best route?

Depends on what you want to use it for. From benchmarks I've seen the P-Ms perform on par with equivalently clocked (not rated) A64s at games, which is pretty damn impressive. An A64 2800+ is 1.8GHz and performs roughly on par with a P4 3.2GHz at games... the P-M is 1.7GHz, so it's probably about on par with a 3GHz P4, maybe a bit faster.
Dunno about other things as I'm bad at remembering them, but the P4 is likely better at things like encoding and rendering.
(Of course, this is assuming the only factor is performance. The P-M runs a *lot* cooler - in the neighborhood of 20W vs. 80W with the P4. And the other fact is price; dunno prices on P-Ms, but last I heard they weren't very cheap.)

Interesting, i didnt know that the pentium M's performed that well. I will be using my computer for school work and gaming mostly... the reason is because i am going over seas and have to sell my desktop to obtain a laptop. I want a laptop that will be able to perform on par with my desktop or better, something that will be able to run many of the games coming out in the future. Nothing is more frustrating than buying a laptop and learning that it pales in comparison to other computers on the market.

Here's some benchmarks for you to peruse.
If money isn't an object, a 2GHz Dothan + Mobility Radeon 9800 (note: it's nearly twice as fast as the Mobility 9700) would have killer performance (comparable to Athlon 64 3000+/3200+ and Radeon 9800 Pro on the desktop) while still retaining some mobility (ie, it would actually weigh less than a desktop, have some battery life, and not completely burn whatever's under it, unlike one with a P4).

Well, I'm not particularly good at notebooks, but the GamePC ones look appealing, the CEN3 and 4 particularly. With a 1.5GHz P-M and Mobility 9700, it's roughly the equivalent of a desktop A64 2500+ (which doesn't exist) and Radeon 9600 Pro, which is pretty good and you're not going to get anything better without spending multithousands on it. Just be sure to upgrade the memory to 512MB, and maybe the hard drive to the 5400RPM version. Plus, they have a no dead pixel policy. Emachines also has a relatively cheap A64 notebook, with a 3200+, but the video card is much worse (Mobility 9600 64MB) and that's the main bottleneck anyways - plus the A64 has much worse thermals and battery life and such.
