i agree, but i find the counter-argument at least somewhat compelling. the argument for saying that even if she did say yes and appeared willing, she still couldn't consent is that kids are stupid. they can't fully understand the consequences of their actions. and i'll note that, looking back on it, i was very much a dumbass during my high school (and later) years. the legislatures, looking back on themselves as dumbasses, figures that no dumbass really knows the consequences, and cannot really make decisions for themselves.

at least, that's the law and economics response. i'll agree that there must be some cut off. though, with biological evidence suggesting that males reach mental maturity at 25 (and my girlfriend would argue even that late date is too early) i don't know where to put it.
