A little surprising to me that there was nobody in the street he could have asked for directions. Does nobody ever walk anywhere in these places? It's just deserted streets and buildings with armed people holed up in them ready to start shooting at any caller? I didn't realise Fallout 3 was some sort of documentary. How did it come to this?
Short answer: Often, no. I've lived in many 'commuter neighborhoods' that are basically devoid of all life, human or animal.
It actually reminds me of an Isaac Asmimov story, The Naked Sun. There's a segment of humanity that lives on misc planets in complete isolation, only interacting with each other through Skype (basically), to the point that they're all such agoraphobic hermits that many are openly hostile toward others, while some are purely afraid, and some others are superbly fascinated with physical interaction.
These two probably lived alone, in a
very white neighborhood, hung out with very white friends, and watched very conservative (sorry conservative posters, you can't argue this shit) media, convincing them that the darkies are around every corner, waiting to bust in their home. To the point that even witnessing a young black male near them brought them to the point of defensive aggression, akin to a cornered wild cat or snake.
