I dont see how off topic this is, one would usually post this in a thread concerning the deal, but since there are so many threads with it, it would be hard to get a guarnteed answer. So I will not flame you instead just bump your post to the top with this idiotic comment and askign of you posting what you find out if you find out on your own. Oh here's another question:

Can it be combined (at 800.com) with the www.brandsforless.com free shipping on orders over $75?

Okay here are some answers to your questions.

1) MSN can be used unlimited times but at different stores. You cannot keep putting 20% on at Mercata for example.
2) It can be combined with other offers (i.e. Mercata dollars. Combination rules have alot to do with both parties. Like if MSN says it's okay, it doesn't mean that 800.com will say it is.
3) The promotion is limited to $500. All that means is if you spend over $2500 you still get $500. Of course this is no longer 20%, it starts diminishing.
