Got my debit card today-- so I guess it doesn't matter whether they check dealers' signatures, do retinal scans or DNA testing-- I got the card. So, it makes me wonder who the real morons are
Why? I've known some individuals (*ahem*) who received more than one test drive certificate at the same address.Wanted to order another for my wife and I, they'd have to go to a different address though.

Wife and I just returned from Courtesy Ford (NE 122nd Ave in Portland, Oregon). We were in and out of the dealership within 2 minutes (yes I actually timed it with my stopwatch).
First of all I was surprised that a salesman or two didn't approach us in the parking lot like the vultures usually do. Esp since we were in the car for a good 3 minutes reading over the test drive cert and tearing it off. As we're approaching the dealership's doors a salesperson opens the door for us and greets us. I handed him my test drive cert, he read it over asked if I was interested in buying a 2003 Ford Expedition? I said no, then said honestly but politely that I don't want to waste his time, nor our time by taking a $40,000+ SUV out for a spin. He thanked me for my honesty, we walked into the dealership, I asked them some questions about the Ford Focus while he completed and signed the two test drive certs. He handed me his business card saying if I was ever in the market for a car give him a call, we thanked him for his time and walked out.
Let's see $150 / 120 seconds = $1.25 per second tax free, not bad

RossMAN, I tried to follow your excellent example, but I never made it inside. The vultures caught me in the parking lot, around 10 ft from my car, I pulled the card out of my pocket, the SIGH from the guy was audible, he just picked his pen and signed the card right on the back of my card and in less than 30 seconds I was out of there. You do the math, I think I beat you by a bit ;-)
Even the Saturn guy didn't complain too much, but there I had to wait for a few minutes.
Got to love these deals... Did I miss any during my week off?

I mailed my card back, what's the normal turn around time?
I received mine back in a little under 3 weeks. The card was mailed from Nebraska, but has a Philadelphia suburb as the return address stamped on the envelope. The actual card is an ECount Mastercard. For more information on the type of card it is, you could see the following site: ECount.com siteI mailed my card back, what's the normal turn around time?

It's a PREPAID card. Once you use it up, that's it. There's no balance to deduct dormancy fees from.2) Send a cancellation letter within 90 days to ensure the account has been closed - and that you will not get assessed any "dormant" fees.
