According to the email you should have received on the update on the status of the Vista shipment in the last month or two only one is eligible for activation.

If I remember correctly, they also said it would be one disc, and you'd have to choose 32 or 64 at installation time. I don't think these two keys are tied together in any way, so I'd be suprised if you couldn't use them both. I'm not planning on using 64 bit anytime soon, since there are so few apps that take advantage of it.
As others have already seen, this is not in retail packaging - just a pair of sleeves.
