I'm against adding more things to the "Referee's discretion" list. There's too many gray areas for the officials as it is. You can't assume the ref is going to know what a player's intent is.
I'm not against enforcing it like an automatic icing, but then that will be abused like crazy. Taking an icing penalty is far better than having to face a good possession team at the end of a long shift. Sure you can't change, but you get a breather, and if it's a bad one, the coach just calls a timeout.
Maybe if they made it so the ref grabs the puck and drops it within 15 seconds, instead of this well sometimes it's right away, other times it's like a minute later. Then dish out a delay of game penalty if somebody breaks their stick in the face off circle as some players have done to buy time.
