There seems to be two different types they have going on.
Flash Sales are predetermined games set up for different ending types (6-12 hours long).
Flash Deals are community voted (voting goes for about 8 hours) and the game goes on sale that won. This deal is new every 8 hours.

Well there is some badge system they put in. I have no idea what it does but it does tie into the summer sale in some way (might be announced later in the day after the initial chaos?)

I wont put it in the OP yet because I simply don't know if it is to do with the sale.

In Steam, click the community button, then click profile and on the right hand side you will see Steam Badges and you can click on it to see what you've earned and how to earn more (it is right above Gameplay Stats)
