Joel from Frozenbyte here - I wanted to quickly explain this situation (as it's a bit messy for sure). So a month or so ago we decided to create a "GOTY" version of Trine 2, called Trine 2: Complete Story. This was to include the base game Trine 2 and the expansion campaign Goblin Menace, which was released in Sep 2012. Sounds simple enough, however things went a bit south and what happened was that everybody who owned the game got the name changed to Trine 2: Complete Story. Obviously that was only supposed to happen for people who owned the base game + Goblin Menace.
So that's the main cause of the confusion. If you didn't own Goblin Menace, then you "need" the Complete Story Upgrade to get it. I do believe you should be able to buy it if you don't own it.
The Soundtracks and Artbooks is the OST and Artbook as the name says - and it was previously included in the Collector's Edition which has been faded away. (To be honest it should be called just Soundtrack and Artbook right now but we'll add the Goblin Menace OST + Artbook soonish.) If you're not sure if you have these, check the game folder - i.e. C: \Program Files (x86)\Steam\steamapps\common\trine 2\ and see if there's a folder called "Artbook" and "Soundtrack" there. If not, then you don't have them, and if you do then you do. (I have no idea what happens if you try to add the new store item and already own the content, it might let you purchase it because it may not be able to detect it properly.)
From the looks of it you should definitely have the folders though. Let me know if not.

Now, that is impressive service.
That clears it up. It is a problem for people in leaving us confued about what we own - with over 800 games on Steam, I'll forget if I bought something or not, I don't remember the 'gobline menace' so presumably don't have it, but am interested in it as Trine 2 is an amazing game - and I didn't buy anything since it said 'you already own 'the complete story', as you acknowledge.
It is helpful for things to be clear, that's the difficulty with replacing versions offered, did the one I get have the 'artwork and music' for example.

Funny thing is - minutes ago I was just dealing with a similar issue with EA. I was a happy customer with their Dragon Age product, and having spent well over $100 buying it and DLC on the PS3, when Steam offered the PC version for $53, I bought that. I don't remember what DLC it came with, but it wasn't all of it. Soon after, they replaced that with the 'Ultimate version' with the game and all DLC for $30 - but you could not buy the DLC on Steam for the 'Deluxe' version, you'd have to re-buy the base game package again.
I don't feel that was a good way to treat customers, and did not buy the new package. They sell the DLC on Origin - but at a far higher price (perhaps $100).
Today, I decided to test EA's service which has such a poor reputation and ask them to remedy the situation by giving the new version.
They had great access - press a button and get a call in under 5 minutes - but the actual service was poor. Arguments trying to pretend the issue was the depreciation of DLC rather than what it actually was, taking a tone that having bought it on Steam was doing something wrong ('you made the choice to buy it there'), and they refused to offer anything, while acknowledging they get a lot of complaints about their policies.
