As this is my first Steam Sale, I must ask. Do daily/flash/community sales get cheaper? Does Steam recirculate these deals like GoG does?
If it's on a daily deal, a flash deal, or a community deal, then that is the cheapest it will go during the sale, which means it is safe to buy.
The daily deal, flash deal, and community deal prices always remain consistent for a single game over the course of a sale (given that particular game has more then one kind of deal).
Let's look at an example, in which we'll use a theoretical game called GameX.
The standard, non-sale, regular MSRP of GameX is $49.99.
Then the Steam Summer Sale comes along. During Steam's major Winter and Summer sales, the majority of Steam's entire catalog is on sale, right? These are smaller discounts (usually 15%-33% off), but they are discounts nonetheless.
GameX happens to be one of these games, and it is discounted for the entire two-week duration of the sale for 50% off, or $25. Not a bad deal, but it could be better. If GameX is something you really want to play, 50% off is a good enough discount for you and you don't have the patience to wait, then you might go ahead and buy it.
But let's say you're patient. A few days into the sale, you refresh your Steam browser and notice that GameX is on a daily deal for a whopping 75% off ($12.50). The sale only last for 24 hours, but it is half-off the regular sale price (which was already half off the MSRP)! Good thing you waited, eh?
But Steam will also "recirculate" some of these games, as you say, into other kinds of deals. GameX runs it's course as a 75%-off daily deal on Tuesday, but when you log into Steam again on Friday, you may notice it listed again as a Flash deal this time. Again, it will be for the deep 75%-off discount instead of the regular 50%-off discount.
And maybe Gamex will show up a
third time as a community vote. It will be 75% off... same as it was in the flash deal and the daily deal. So like I said earlier, sale prices for a single game have always been the same across dailies, flash deals, and community votes.
All the more reason to never buy a game right away unless you know it isn't going to show up for a special deal (in which case you would have to wait until the last day).
