I am seeing 6.5 to 9 hours on my GTX1070s, Modular. Make sure you have your BOINC preferences set to use 99% of CPU (or less, to your liking). This will keep one thread/core available to assist the GPU task.
We have seen on Folding at Home, that CPU speed absolutely affects GPU output however.
You could use a utility like MSI Afterburner to see if GPU utilization is poor on the Athlon system. It does take a certain amount of CPU power to feed GPUs, the 1070 is probably too much GPU for the old Athlon to feed efficiently. Is the board AM3, or AM3+?
Anyone processing more than one WU at a time?
