It depends, if you don't plan on agressively overclocking the 2100+, then you won't see much of a difference at all. If you do get it, even "merely" just setting the fsb to 166 (13 x 166 = 2.17 GHz or 2700+) would pretty much be a sure thing unless you get a "bad" chip. It would probably be worth the performance gain if you currently are not satisfied with a 1700+.
I'm currently running an old 1700+ Palomino (been running on this chip since March of 02). The chip doesn't overclock very well (I'm unstable as soon as I try to pass 1.6GHz) but the speed has been more than enough for me. I'd get a 2100+ to power a new system only because I'd want another system, not a fast upgrade as my 1700+ is just fine for what I do now. Although I've got the feeling that I might change my mind if I taste 2.25+GHz of Athlon sweetness
