Well, IIRC it is equal to a full 2.0x16. In that case a 7990 only just starts to get limited by it. I imagine you could even use a 295x2 and not lose many frames.
Pouring water on the motherboard should do the trick? Otherwise, it's probably one of those questions without an answer unless you have really specialized measuring equipment

it is slower than pci express x16 v2.0 cause pci express 3.0 cause 3.0 has that 8b/10b encoding while pci express 2.0 doesn't. So pci express 3.0 x8 is only 80% of pci express 2.0 x16 (with pci 3.0 x16 being 160%).
