24" 4k IPS monitor

You won't be gaming very well on a 780 Ti @ 4k. 24" is also pretty small for 4k as its only slightly larger than your current, but 4x the pixels. You might want to go for a 27" or 30"+ is what most people prefer.

I will be upgrading to a GTX 1080 Ti. Should I upgrade to a faster graphics card first?

Ah ok that will do much better , you don't have to, but the new monitor will probably speed a new GPU upgrade

4K 24"? Sounds crazy to me.

I upgraded from a pair of 24" 1080P HDTVs used as monitors, to a pair of 40" 4K UHD TVs, used as monitors. (One monitor per PC.)

I don't think I could handle 4K on a much smaller screen. The pixels are already very tiny. Maybe 32" at the smallest.

Unless you don't plan to run at the native res at 100% scaling. I could see using a 24" 4K screen as a highDPI display, with scaling 150% in Windows.

Pretty much this. Also, if the main motive to go 4k is to improve visuals and immersion, you can achieve that far more effectively with a larger screen. Same principle applies to TVs, would you rather watch a movie on a 30" TV or a 60" one? Trust me, the bigger you go, the more 'OMG, wow' you will feel throughout your experience. This imo is the biggest advantage of 4k, it allows you to move up to larger screens. But on 24", all I can say is meh, what a waste of high res potential.

The monitor in question is FreeSync monitor, which Nvidia GPUs do not support, so you will not have the benefit from it.
