Because it would ruin the credibility of the character if it were played by some smoking hot bimbo.

The character is somewhat annoying... but easily annoyed, neurotic and condescending... she plays and looks the part quite well. Nobody would belive it if you had Jessica Alba at the keyboard reviewing protocol and setting up satelite scans... sure the ratings might go up but who cares?

Personal opinion: She's damn cute and I would take a girl like her any day. Perfection is imperfection with me.
