Do you have a geforce card? Run the nvidia config tool and make custom 3D settings for Unreal 2.

Also, last time I played, I did not have this problem myself. So good luck.

Not sure if this will help, but UE1 and older versions of UE2 throw an absolute hissy fit on multicore CPUs. Open the task manager, right click on the EXE, select "Set Affinity" and set it so it only runs on one core and see if that helps.

Also excessively high frame rates can cause some really weird problems (along with timing issues on multicore CPUs) in certain engines. Berserk physics and glitchy water in Skyrim and not being to pass though a door early on in Dead Space come to mind off the bat.

Try enabling vsync or a pile of heavy duty AA to keep the framrate down.

I don't remember seeing this issue, but the last time I played through Unreal 2 was in 2009 on a GTX 280. It's interesting that the loading times increase. I always felt like that game had pretty long load times, even compared to other games with the same engine.

I used to get problems on Athlon 64 era processors in Unreal and Deus Ex, where the game would randomly run at either half or double speed unless I forced it to one core, but have never seen that issue on newer Intel processors.

I play UT and other Unreal engine games at 120fps and they seem fine. Although I've had it that way for so long that I may have just gotten used to whatever the problems are.

That was my experience on my old dual core Opteron. It went away with the fan updated renderers.

Since it doesn't seem to be an issue with multicore systems or overly high framerates your probably just going to have to start playing with video options in-game and in your video card control panel.

However you might want to start by changing the renderer. http://www.tweakguides.com/UT2004_10.html
Yes, it's a UT2004 guide, but in my experience UE config files are pretty much identical between games.
