That's pretty low. I assume this is TN and 30hz?

Yeah, looking at the Amazon listing for this monitor, it is a TFT display (LED backlit) and is 30hz on DP and HDMI.

Not a bad replacement for grandma's internet surfing special, but not ideal for gamers or somebody that has to look at it all day. I also see from the Amazon listing that it has been as low as $199 new in the past.

For productivity, what advantages does 28" 4K have over 28" 1440p?

For reading and typing I am thinking the user would have to enlarge the text on the 4K.

None. Until Windows gets it's act together with proper scaling, you're just wasting processing power with a display greater than 100 - 110ppi. Even with OS X proper scaling, I don't think the image quality benefits are worth the increased processing power.

I have a 39" 4K monitor and a 27" 1440p monitor. The pixel pitches are comparable (112 and 109 ppi respectively), and I would not be inclined to get anything denser.

I bought 3 of them during last year's Black Friday from the Microsoft Store (online) for $299 each. All have been great to work with in geographic (mapping) applications, software development, huge Excel spreadsheets, etc. - but I don't do gaming, so the 30 Hz limitation at maximum resolution is not an issue for me. All three are being driven by an EGA 980 card using DisplayPort.

It's not just gaming. While this is half what I paid for mine, the 30hz is likely the reason for that. I had a 4k monitor that ran 30hz on HDMI (60hz on DP). Just moving the mouse cursor in Windows it was noticeably un-smooth at 30hz. Like a slideshow. Gave me a headache after just a few minutes until I realized it would run at 60hz on Displayport which was much better, but I ended up returning it anyway. 28" wasn't large enough for 4k..
