The military operation displayed idiotic planning, but realistically idiotic planning if you're familiar with recent American military history and disaster response. The leader was antagonistic to the scientist and ignored her advice, which is not unusual among politicians (and a high ranking American military officer is a political position.) I'm sure that leader got a memo of recommendations from a committee of scientists that he ignored that said:
1. Daily outbreak drills are vital, in which everyone returns to their own room and barricades themselves in alone, bars the doors, and locks the bars on their windows. Each apartment must be kept stocked with at least one month's food. All approved housing must be easy to secure against intrusion.
2. If an outbreak occurs, then anyone caught outside their room must know to avoid large groups. The larger the group, the faster the infection can spread.
3. Everyone should carry a handgun at all times. The infected only use weapons in melee, the use of a firearm clearly identifies you as uninfected to the snipers above.
4. If any survivors are found, they must be kept alive for study, as they will be the key to finding a cure or vaccine to prevent another outbreak.
5. If a mixed group of infected and uninfected does occur, area of effect gas can be used to knock them out, then they can all be placed in solitary confinement.
6. Quarantined doors should open only for two separate individuals with cards allowing Access All Areas, or for the chief medical officer.
7. Minimize civilian casualties.
8. A nonverbal gesture should be taught to all residents to signal the fact that they are not infected. This gesture should be something simple and easy to do, yet something that infected never do. For example, picking their nose, or sticking their finger in their ear.
9. Infected don't drive, thus any moving vehicle should be assumed to be free of infected.
10. The chief medical officer should have absolute authority with regards to deciding what to do in the event a living carrier is found, or an infected is captured alive for study.
