Question 280 or 400 watt???

Hello, i recently purchased a Microsoft certified refurbished desktop - a hp elitedesk 800 g2 tower (32gb memory, 500 gb SSD, and i7-6700 cpu)...i inquired with tech customer.support from refurbisher if this came with 400 watt or 280 watt psu, and he assured me it has the 400 watt model, as this desktop came out in 2015 with 2 different psus. Upon receiving it, I popped the cover only to read it has the 280 watt psu with '80 plus platinum' on it, with hp label showing it was made by lite-on....After contacting him again, he says it can accommodate up to 400 watts with pf correction...I'm confused, so i read the hp computer hardware manual for this hp model, and under psu it says also 400 watt with pf correction....So if this can supply 400 watts, why is it labelled 280??? Did i get scammed? What is the best gpu card i can use for this tower desktop?...if i get one with external ps cable, how do i connect it? Also. If i upgrade PSU to a stronger ATX one, which is the best adapter cable to get and where? (I read that using adapter cable for ATX psu is a hit and miss operation)....my feedback i am getting from hp support is pretty dismal...this is my first hp computer as I've always used Dell...i thought I'd try hp....in fact my old 4 gb ram dell optiplex gx270 is still working wonderfully with XP (after i did mobo recap)...they were notorious for blown caps...The other ire i have with this newly acquired hp tower is the slow usb data transfer speeds....my vista laptop and old dell XP machine are about 10 to 20x faster...Windows 10 is using a gimmicky graph (reminds me of the old GoZilla download accelerator) to show how fast (or slow) the data transfer is - only to appease user as they wait...and wait...and wait for it to finish.... I have even connected the usb sticks to ports at back to get more voltage but not any significant difference....also have connected my goldie oldie ps2 keyboard and mouse to computer instead of using usb devices to eliminate any potential loading of usb ports...also a few nanosecond quicker and more efficient as keyboard and mice sending IRQ to cpu, instead of cpu constantly polling devices...this difference is rather insignificant unless a slower cpu is used...anyways, i digress...pls advice or suggestions on psu question appreciated, thanx for reading...

After contacting refurbisher they agree they messed up...i definitely have a 280 watt...my options: get a partial refund of $20 Cnd (laughable) or get 100% refund with returned (shipping prepaid by them) item...if i keep system (pretty sweet specs aside from psu) what gpu can i safely run in here without adding any other internal hardware (gpu without external power i assume) gtx 1650?....i have a spare working 460 watt enermax atx psu...but not sure i can get a reliable 20pin to 6pin adapter, thanx

Please try to use paragraphs in your posts, reading the wall of text in the OP is difficult even if it wasn't first thing in the morning for me.

If I'm correct in thinking that your spare PSU doesn't have a 6-pin PCIE connector, then why not simply buy a half-decent PSU with enough wattage and the right connectors and replace the PSU in the case? Alternatively, you can buy molex to PCIE power adapters, but personally I'd take the hint from the PSU manufacturer that this PSU possibly isn't up to the job (not all PSUs are created equal, ie. a 450W PSU from manufacturer X can be far superior to manufacturer Y's 450W PSU). Also, PCIE 6-pin is designed to carry up to 75W, and if the adapter has been designed a bit cheaply then it could blow.

Admittedly 450W is a bit minimal for a lower-end gaming PC, it'll probably do for a i7-6700 and a 1650 though. If you're thinking of going beyond that in the likely lifetime of this computer, I'd consider getting a PSU with a bit more wattage; often going up to say 650W doesn't tend to alter the price of the PSU a great deal.
