Generally speaking the feds can require states to do things in order to qualify for federal grants but they can’t be unduly coercive.
The federal government can not compel local law enforcement to enforce or assist with enforcing federal immigration law though, that would shred the constitution and the 10th amendment, an amendment conservatives pretended to care about before they controlled the federal government.
