3200+ barton wont o/c

well just got my 3200+ and i need to o/c it cus all these games nowadays are cpu limited with my 6800nu. the thing is when i try to increase the multiplier even just by 0.5 it freezes. its at 200x11 and i cant even get it to boot at 200x11.5 also i cant even set my memory times lower at all. i have 512x2 3200 kingston valueram. ive o/c celerons before but i dont know why this isnt even o/c at all. im sure its not my psu cus i just got a new 500W psu and disconnected everything that i didnt need to boot and it still didnt o/c. do i need to increase the voltage first before i try and o/c it? my cpu's idle is 41*C. i have everest home edition and it says my cpu voltage is at 1.63V is that 2 low? the regular voltage is supposed to be 1.65. my specs are in my sig

Is your Barton one of the locked ones? If so, you need to OC using the FSB. Try bumping voltage up in little increments to probably 1.75V if necessary for stability. (Little fluctuations like what you're seeing in software are nothing to worry about. Nothing's perfect.)

Also make sure your PSU is a quality 500W (as opposed to a generic) and such.

i know RAM is important in o/c but could ram let u not o/c ur processor? i bought 512x2 kingston value ram and when i try to set the timing lower just a hair, my comp wont even load into bios and even when i do a slight o/c my system is unstable even when i raise my cpu voltage higher. could that cheapo ram not let me o/c? cus i really want to sqeeze the most outta my barton to keep up with my 6800. i know its not my psu cus i took everything out that i didnt need to boot and it still happens and my temps are perfectly fine so i know its not overheating. i cant get my FSB to go over 210 without getting blue screen of death on startup when loading windows. i have my cpu@1.75V and my ram@2.63V and any higher volts on my ram and i get blue screen also. my cpu wont o/c higher even when i go higher volts but its stable at 210

When you change the multiplier and cannot even decrease it, then you have a locked CPU for sure. I also recommend you to OC the FSB as first thing. Idea is to find a maximum and then check what limits it.
I.e. you found a maximum for your FSB. You then also have a maximum for your core frequency. If you then decrease the multiplier and increase the FSB further, you will know if it is the memory or the CPUs core which can't go faster. Once you know what it is you can tweak it a bit further (increase the voltage for the core or memory).
