Was wondering if any of you guys have any experience with websites selling modchips or flashcarts. All of them I've looked at seem sketchy, so I could use some guidance. Thanks.
Yes it does. Commercial games are not exclusively available on 3DS cards: there are dumps of the eShop versions too. Don't get too hung up on the technical definition of "ROM" because 3DS cards are no longer memory-mapped ROMs either and their updates execute from the SD card the same as the eShop versions.CFW modding doesn't allow for 3ds rom playing. I CFW modded my sons' old 3ds devices this weekend and it was insanely easy with the latest firmware. I used the ironfall hack and loaded up blargSNES and was playing snes games pretty quickly and they played well. Wish there was a way to natively play 3ds roms without needing a $70 card, but I haven't found a way yet. Also thought by now the price of the cards would have come down but they are essentially the same price as they were last year.

Every physical 3DS game and then some are available as installable packages from the eShop. Don't ask me how to do it because I haven't done it but I have seen the CFW which can install unsigned packages. The CFW that allows piracy is frowned upon, but it does exist.
