I've always treated multiply and divide on equal ranks so you do them as you read it.

288. Only things INSIDE parentheses come first. One number touching a parenthetical statement is just the same as putting a multiplication sign there.
The answer would only be 2 if it was written as:
48÷(2[9+3])
Multiplication and division are evaluated left to right, one does not come before the other.
