480 Not Running @ Full Speed

My 480 is running well below the max temp 85 (heck even below the target temp 80). It maxed out at 78 but it never run at the 1266 MHz. Even when the the game settings is maxed out and frame rate is not even close to maintaining 1080p60. I set the fan to run at 2500 rpm to make sure there's no thermal throttling.

I ran:
Unigine valley and heaven in ultra
Tomb Raider
Sleeping Dogs
Bioshock
Forza 6 Apex
Hitman Absolution
The vanishing of Ethan carter Redux
GTA 5

The only game that push the 480 at full speed is GTA

Forgot to say I just got the card yesterday and running the most recent driver. It's a Sapphire reference card.

Try undervolting a bit, will help lower the power / thermals.

Sure but something is keeping it from running at full speed. All of the reference cards were set to too high of voltage so you should be able to easily decrease it and get more performance.

Expected behaviour. The stock RX 480 does not hold it boost clock with 0% power limit, so a overclocked model will show the same fluctuation unless you increase the power limit.
