If you are running the benchmark at 4K res, versus running it at 1080P res, yes, of course, it will be lower, because the GPU has to do more work at 4K.
The Fire Strike benchmarks run at fixed rendering resolutions, regardless of actual monitor resolution. The three tiers are 1920*1080 (Fire Strike), 2560*1440 (extreme) and 3840*2160 (ultra).
