until the recent advent of active PFC, most PSU's sold in the US had max efficiency in the 70%'s; even my 1 year-old Antec Neo 480 can't reach 80%. Only high-end units, such as Antec HE's or Thermaltake Toughpowerswith, are equipped with active PFC. So it's unrealistic to expect that in a $10 psu.
If you have the NeoPower480, then you have active PFC. It is clearly mentioned on both the box and Antec's website as a major feature of the PS.
