Ok I installed everything & according to RealTemp the idle temperatures of the 4 cores averages between 31-37°C. RealTemp software is likely to be accurate?

More accurate than the BIOS read-out if i had to guess. What about under full load? Run Prime95 on small FFT for a while and take a reading. I'm willing to bet it gets a little warm with that 80mm x nothing HSF on it.

Unable to test it GPU Video Output Functions:
Mini DisplayPort x 2, Dual-link DVI x 1, Single-link DVI x 1, HDMI x 1

My monitor:
VGA 15pin D-Sub

I plug into the motherboard's d-sub but nothing

Use a VGA to DVI converter.

Use a VGA to DVI converter.

Does it have much of a performance loss having to do the conversion? Shouldn't the motherboards connector still work though or is that only for built in graphics?

Not a noticeable amount of difference but to be using a VGA monitor is kinda ancient. The Xeon processors do not come with any on die IGP at all and any of the graphics ports at the IO is useless as it was meant for processors that have at least HD2000 or HD3000. Your only choice is to use the discrete GPU that you have bought and you would have to connect your VGA monitor to your GPU.

I haven't run Prime95 but I ran "PassMark Performance Test" doing multi-tasking for 6 minutes (100% CPU) and the peak temps on the 4 cores were 66-70°C with the average being around 66°C over the 6 mins~
stats were this~ http://i39.tinypic.com/dw5oq8.png any good?
