I found that ordering from mushkin is the luck of the draw as to what you get. Let me explain. 3 months ago, I ordered 2 sticks of 512MB DDR basic, I recieved 2 sticks with gold heat spreaders. Labeled as basic but still with the heat spreaders and can do 2-3-3, I have a feeling that they sent me the premium branded ones because they ran out, especially back when ram prices were low, how much could the difference between the basic and premium be at wholesale, probably small enough where they would still make a profit charging me the basic ram price for the premium line. Others who have ordered the 512 basic got no heat spreaders with ram that can't do 2-3-3, only the advertised 2.5-3-3. Again I ordered more ram from them, this time the 256MB basic, I was first sent crappy NEC chips that could do only 2.5-3-3, worse than crucial ram, but one of them was bad so they exchanged it for me. In it's place, they sent me 2 sticks of hynix (hyundai) ram, hynix ram rocks in general and this stuff can do 2-2-2, no problems. Maybe they were making up for the bad chip but as you can see it's the luck of the draw when getting basic ram. Sometimes you might get lucky.
