I ended up taking advantage of this deal after having Time Warner. $15/month at a lower speed was worthwhile to me versus $50/month. Went from 7Mbps to 3Mbps as that was the fastest offered in the area. Service wise I have had no issues from either Time Warner or AT&T, its really the customer service and tech support that is horrible for both.
For those wondering about the modem offered by AT&T, it is an additional cost above the monthly cost. Its something like $75, I instead bought a Trendnet from Amazon for about $40 which has worked fine.
Of note, customer service cannot help in any form if you buy your own modem. They stuck on that issue when I called and proceeded to transfer me around. I eventually found the url of the setup page for AT&T which was the reason I had called.
All and all a worthwhile deal even if it included some aggravation.
