I'm planning to upgrade my system feb/march when the 7800X3D is released so I can decide which 8-core CPU makes most sense to me. I have an Odyssey G9, but I mostly play older games, and world of tanks and no interest in raytracing (at current pricing and performance). The 6800 series seems to offer bester price/performance atm, an N32 arrival is unknown. So what would you do? Buy now before stock is gone, wait and maybe miss out, or something else? I really dont want to spend much more than $800 in Danish prices for a video card.

I have a friend that uses a similar 49" Samsung but 120Hz and not branded Odyssey. I borrowed him my RX 6800 recently - and he was perfectly happy with it (playing lighter games like ARPGs, Amazon's New World etc). So unless you plan to play Cyberpunk at high refresh rates, it should be fine.
That said, the 6800 XT seems to perform a bit better at near 4K resolutions (like yours) but it only really matters if you are playing much more taxing games than WoT. I wouldn't totally rule out 6700XT 6750XT as well if you can get those significantly cheaper as they are surprisingly close, say 400$ without tax. Below is my thought process for current Estonian prices:
I'll use this review of p(at 4K, which is only slightly higher than your resolution) as a quick performance reference and
list the prices (including 20% VAT) in Estonia for decent cheapest AIB models:
the cheapest RX 6700 XT is 445€ having approximately 92% the perf of the RX 6750
the cheapest RX 6750 XT is 540€ having ~100% the performance of the RX 6750
the cheapest RX 6800 XTis 725€ (average 800€+) having 136% the perf
the cheapest RX 6900 XT is 850€ (average 925€+) having 145% the perf
7900 XTs are over 1000€ so skipping those.
Given these prices I'd probably also go for a 6800 XT or 6800 as well. But I'd prefer the cheaper cards if 6700 XT would be around 400€ or 6750XT below 450€
TBP matters
I'd add another dimension to consider and that is power draw / noise.
In theory the fan noise of the ~250W RX 6800 should be about the same as the ~150W GTX 1070 I used to have. But in practice I definitely noticed the change (simply more air was pushed through the case). The same was true again when I recently tried out a 350W ex-mining RTX 3080 Ti (hence the burrowed 6800) with a monstrous cooler:
And again, while the decibels might be similar between the two, the intensity of the sound most certainly wasn't. I can hear it even with headphones! Therefore, Idare to say, you definitely feel the difference between a 240W and a 300W card.
It probably won't matter much if you game with headphones set to medium-high (I have small kids, so my volume is quite low, even when using headphones), so it's something to consider.
Conclusion
Overall it's a tradeoff. If you play older games anyway it would usually be better to pay less and upgrade more often (e.g. a cheap 67xx series card), but with the given market I'm not sure how good that advice is.

AMD is going to be pushing for widescreen gaming when the Samsung 8K widescreen monitors launch. I think you should wait for RX 7800 because they may optimize their drivers to give better performance on widescreen monitors with the RX 7000 series. You will get a nice FPS boost from just upgrading to any 7000X3D CPU with your Geforce 1070. I'm sure you could enjoy that boost for a while until you are able to get a card that you really want.
The other consideration - at least in the winter - is that if your house is well insulated then that heat is not really going to waste. Not that heating houses with electricity is economical, and then there is the summer.
If I needed a card right now, I still stand by that 6700non-XT. That'd be what I would pick up. My 6600XT is plenty powerful enough for what I play, so I'm good though.
Since AMD didn't even mention N32, it would lend a lot of credence to the rumors of delays until mid-year in order to correct some hardware bugs.
You could probably get by until then with what you have, but you could also try to scoop up something used if the prices are good to try and hold you over.
Or just look for a deal on a 6800 if that has the kind of performance you're looking for and go with that so you don't have to play a waiting game for several months.

Yeah, my old monitor was a 27” Korea ips, but when I upgraded to the G9, my fps were effectively halved, so often I have to lower settings quite a bit just to get 30-40 fps. I might just wait, but I really am starting to feel the upgrade itch.
Based on my personal hands-on experience, the 6800 is significantly faster than a 1070. If you are going for a noticeable gain, it will do it.
I always wanted a 6800XT myself, which is going to stretch its legs at your higher res. I think you win with either of them.
So pick one, upgrade, tell us about it and enjoy the higher performance while we all wait for the AMD refresh and what that maybe might do to the midrange market
If you're keeping your card for 5-6 years, then the more performance the better IMO.
I seriously doubt the 7800XT is going to either seriously out perform the 6800 series or seriously undercut it in price based on what we've seen from the 7900 series, so I would go for the 6800XT which is a known quantity (good performance, good hardware, good cooling, good RAM etc...) and just be happy.
Based on rumours N32 will be faster than 6900XT, and then 2nd Gen ray tracing it would actually be an obvious decision for me to buy N32 (if I’d be buying this gen).
