I'd recommend you pull the memory that the system shipped with (located under the keyboard) and see if the OCZ works fine by itself.
You can download a copy of the 700m's service manual from Dell's support site.

I did pull the keyboard (that was a bitch) and put in the OCZ and same thing. It turns on but no screen. I looked through the Dell Manual already and it basically says that pc2700 SOdimms works, I did notice that it said 3.3volt, I somewhat thought it was a misprint because every SODIMM that newegg sells is a 2.5ish volt.
I also emailed Mushkin and oddly two people emailed me back with two completly different answer. 1 basically said to buy the RAM strait from their site and it will work fine, the other said Dell uses proprietary memory and that Mushkin would have to special order it.
Here are the two emails.

Dell's require proprietary memory. This means we'll have to special order the part. A 256mb module should be fine for what you are using your computer for. The price on this module is $65. A 512mb module is $130. Let me know if you have any furthur questions.

Subject: Memory for a Dell 700m
I recently purchased a Dell 700m and would like to add 512mb or 256mb of memory to it. I have 256mb in it currently. The module that is installed is under the keyboard so I would rather not fish it out if I don?t have to. What would be the best RAM for me and how much. All I do with this Laptop is school work (word, excel, email...etc...) and surf the web.
Thanks
Kevin

Hi Kevin,
The 512 MB PC2700 SODIMM (part #991011) is the module that would be best with your laptop. That is currently $112 on our website. The 256 MB PC2700 SODIMM (991010) is $55 right now. In the unlikely event that the modules aren't compatible with your laptop, we do have a 14 day full refund return policy.
Best regards,
