What you are saying makes no sense... If the game is running at 40-70 FPS, it should be smooth...

You need to be a little more clear on what is going on...

a few questions:

What game is giving you 40-70 FPS, but plays crappy?
Is this an average or a max?
Is the game running really well, and then all of a sudden it stutters...?
How are you determining the FPS? Are you using time demos, FRAPS, or something else?

We're just trying to help, so bear with us as we bounce ideas around.

saying "runs crap" isn't very much info at all...as other have pointed out, is gameplay choppy, lagging, studdering...be more specific besides "runs crap"

pity you have no idea what software / hardware acceleration is..

try it, in half life, change the video driver setting to software 3d/acceleration, and you'll see how software accelerated gaming is like..

even if it still runs at 60 fps, it'll still look blocky.

first i dont know what "not that great" stands for but if its less then 80fps he should virus/spyware scan or just reformat windows cause windows preformace does down half of what it used to by about 6-12 months (like a half-life)

My own experiences since 11 years ago:

A clocked-too-high (at stock = defective) graphics card can cause momentary lockups.

Improper use of v-sync can cause noticable mouse-lag (all input is delayed).

Clocked-too-high RAM (at stock = defective) can cause weird in-game stuttering.

A bad power supply can cause all of the above.

As orangat said, your 7600GT may only be a 7600GT in principle. You should discover your clock speeds. Also, since I don't know the policies of your country, you should check all of your equipment for authenticity. I have been sold Athlons that are really Durons in the past (I know this is impossible in this situation - merely an example).

My suggestion would be to test for system stability, both hardware and software. Prime95 for your CPU, memtest86 for your RAM, a voltmeter for your PSU, rthdrbl/ATITool for your GPU. Reinstall WinXP and all system drivers.

Well "at stock" doesn't magically grant complete stability. For example, do you know for a fact that this "original transcend pc 3200" is completely stable?

Until all parts of the machine (software[drivers, os] and hardware[psu, gpu, ram, cpu, mobo, etc]) are isolated and tested thoroughly you can never know if one of them is giving you trouble.

My little brother was playing CounterStrike 1.6 a lot lately and the game started to stutter very badly. He still had 100 fps solid (fps_max 100), so it wasn't a performance issue. Turns out the video memory is no longer able to run at 560 (x800xtpe). I downclocked it to 540 and everything is fine. But fixing that single issue required a big look into system stability.

Often, the symptoms will give a clue as to the problem. If you could describe the "unplayability" in more depth, we would be better suited to assist you. I'm not sure what "suns lagging maybe" means...

How about just running 3dmark05 or 3dmark06, and then compare your score to other 7600gt scores on the ORB. Also, look online for benchmarks of the 7600gt and see if it's close to what you're getting. There are two possibilities in this case: either your 7600gt is defective, or it just can't handle the settings you're throwing at it. For example, Lost Coast is more demanding than HL2, and at 1280x1024, 4x/16x a 7600gt would not get more than ~40 fps average.
