It's likely those pads are left blank on purpose, because it's a 7950 card instead of the full-fledged 7970, and doesn't need the extra circuitry.
Do you have a picture of the other side? If you see no signs of catastrophic failure, like scorch marks where capacitors or resistors have been blown apart, or swollen/leaking capacitors, then maybe you just have an issue that might be solved by baking the card to reflow the solder. If you have no other options, such as RMA, then a last-ditch effort would be to bake the card. Baking resurrected one of my 7950s successfully.
