BBC reporting confirmed dead/missing at over 11,000

That makes absolutely NO sense...Here's his statement:

"Tokyo Governor Shintaro Ishihara told reporters March 14 that the March 11 earthquake and tsunami was “punishment from heaven” because the Japanese people had become greedy.*"

Changing it as you suggested:

"Tokyo Governor Shintaro Ishihara told reporters March 14 that the March 11 earthquake and tsunami was “punishment from Natural Phenomenon” because the Japanese people had become greedy.*"

It just doesn't make sense...cultural differences or not.

Head MUCH too big for the body...

I think he really does have a large head but it's being exaggerated by a combination of the suite he is wearing (no neck showing), the camera angle, and the background. I don't think he quite looks comical like you think, I've seen people like this.

the vast majority are listed as
OFF THE EAST COAST OF HONSHU, JAPAN
There are more than 30 on that list of quakes in the Japan region larger than 6.0.

It all depends on how much stress was relieved in the initial quake.

If it just happened to slip enough, you will get few, if any. But if some areas did not keep up 9the bedrock developed tension or compression stresses due to uneven motion) then you are prone to having another slip happen until a temporarily stable position is achieved.

It does not matter (directly) how big or small the quake was. It just matters how many other areas have this residual stress and how close they are to the original event. (In all fairness, the larger the quake the larger the AOE. So a bigger quake can trip other instabilities further away than a small quake....)
