Can't really OC to 4.5GHz reliably on that budget, not a Haswell chip anyway. I recommend you settle for 4.2GHz, it's better bang for buck and easier to achieve. Here's the best I can do, plenty of rebates and discounts here, and it's SLI/crossfire compatible too just for kicks

Wouldn't doing this increase the purchase time range of all the components.
As far as I understand to get the gift card we receive the shipment then mail the manufacturer the rebate form etc and then in arnd 3weeks we receive the gift card.

Correct me if I am wrong or is there a faster way of receiving the MIR.

What you are thinking of are rebate cards from the manufacturer. What lehtv was talking about are gift cards from newegg directly. Newegg will sometimes attach its own gift cards to an item and when you purchase said item you can get the gift card as an electronic code sent to you via email. You can then use that code on another component purchase.

Example: Intel i5-4670K (comes with Newegg $20 gift card), purchase this CPU get code emailed to you, use code on next component purchase to knock $20 off as it is a gift card, done within minutes.

Haswell for sure. Novelty comes with better resale value, especially when you consider that Broadwell will also be compatible with the same socket and chipsets.

It's just I don't need a 7970 that takes up a good majority of my budget.

Well it really depends then on what you are planning to use the computer for most. If you plan to game at high settings a lot then a 7970 is going to last you far longer than a 7950 will. However, AMD is going to be releasing a new line of GPU's in about a month or so with a launch event in Hawaii on 9/23/13 (because the new GPU has the codename Hawaii). If you don't mind waiting awhile you can scoop up a 7970 for a bit less then or get one of AMD's newer Hawaii cards if you want. No matter which way you go the GPU is always one of the more expensive components of a gaming build, especially if you want to game with High settings.

Also, there is the added consideration of the games that AMD bundles with its cards. You can get some premium AAA games that you would normally be paying extra for anyway so they kind of make up for spending extra on getting a higher end video card. The nice thing that MD is doing with its newest bundle is that if there aren't any games that you want in the bundle at the moment you can save the offer for when the next set of games gets added to the bundle and pick from those instead.

Not quite. The difference between them is not that dramatic. It would be more accurate to say that a 7970 will require upgrading at about the same time as a 7950, but the 7970 will get you a bit better gaming experience with respect to graphics quality and framerates. But it's not even enough to make the difference between Medium and High settings. I'm playing almost every game at the moment nearly maxed out with my OC'd 7950, and I don't see it requiring an upgrade anytime soon although it's already almost a year old.

Slufa111, if you want to spend less a 7950 is definitely a valid option. In fact you get more performance per dollar with a 7950.

I used to game a lot but with work and kids I find myself gaming less and less but I like possibility. I just sold my 2500k @ 4.8ghz water cooled for 1200 dollars. Decisions...

You certainly don't need to spend $1000 if you don't want to. However, if you do want to spend $1000, the 4670K and 7970 are the most efficient way to do it.

I've had a very tough time deciding what I want vs need. I considered a 7870 because I barely game but I like future proofing. Plus a 7950 is only a few dollars more

IMHO there's no reason to consider the 7870 at this point because there's only a $10 BR - $5 AR difference between it and the 7950 when you only consider models with good coolers.

EDIT: It looks like the cheap dual-fan Sapphire 7870 is back in stock. At $170 AR, that's enough of a cost savings to be worth it.
