If I was in the situation of the PP counsellors, I guess my fear would be inadvertently making the girl's life situation worse by contacting authorites without the girl's blessing. Also, if the girl asked me frank questions about whether she or boyfriend would get in trouble with the law, and if there was anyway she could avoid that, I think I would give her an honest answer. I wouldn't necessarily advocate she take any particular course of action, but I certainly wouldn't lie to her.
