What is going on here is that some third-rate left-leaning "journalist" deciding to spice up a story in hopes of scoring one for his team. And, if you actually read what he wrote, you would be able to tell that the spokeswoman didn't say there were ballots, the author is trying to plant the idea that there were ballots. It's an allude to something that his mind fabricated. A dream he wished was reality.

It certainly is an unusual way of putting it. I can see how it could confuse somebody. Since deficiency implies a lack of something, the sentence implies that the subject lacks literacy.
I wonder if the sentence was constructed that way as bait to prove the writer was correct in his contention. If so, it was perhaps the most clever trap I have witnessed here on P&N and I once more must kneel before the manifest wit of the writer. Well done sir, you are the master......
