Um, depends what you consider a pervert.

If you're inherently sexual and not shy to flaunt it, as long as you do it within socially and ethically acceptable norms, you're not a pervert.

Flashing people is not socially acceptable for example, so it's pervy, and in this case I would consider the joke as making sense.

but the term, "degenerate" is not exclusive to sexual forms of "immoral" behavior.

It also refers to hooligans, and thugs, or whatever. non-sexual, non-normal behavior. Meaning, there is no reason to toss out pervert, when hooligan is actually more inclusive of the "degenerate" label.

but it's actually super insanely easy because the X is a full on, complete chromosome whereas the Y is a tiny twerp of a chromosome. A degenerated X chromosome, the Y is just a stupid little "dot," compared to the big 'ol X of the X chromosome. Can be seen with very basic light mircroscopy.

In most cases, degenerate is of an nonsexual connotation. The definition of degenerate as a noun is simply an immoral or corrupt person, neither of which could nor would be accurately used to describe a pervert in almost most scenarios. Had the joke been: "Why are all neutron stars thugs?" it would have made perfect sense. Or, had the answer been "They are flashers".
