I think those boards suck in general.... but the Foxcon from the AT 965 chipset roundup seems to be a good cheap choice that overclocked pretty good 2...
I've seen a number of reports of the GA-945P-S3 doing 350-365 FSB = ~3.1-3.3 GHz on an e4300. But I've seen some people cast doubts that the 945P can do it. So it's a bit of a gamble.
I don't think you'll find a single overclockable board with PCI-e and AGP.
