No, no no! You would be amazed at how bad the vga output is on some, even most cards. After working with a high quality 2d video card + display, you begin to notice these things. If she does not care at all about 3D, I would *VERY STRONGLY* suggest a matrox card. Matrox cannot be beat for 2D, though some of the high end ATI's come close.
Also, as mentioned, the video card is half (actually, 1/3'rd) of the equation. The other half is the monitor. Do not skimp here, expect to shell out at least $200-$400 for a high end CRT. LCD's are to be avoided for graphics work -- unless that is your intended output.
The "other half" is your ICM profiles. You would not believe how hard it is to get color matching to work in windows. After you have your monitor and video card set up, MAKE ABSOLUTLY SURE TO INSTALL THE ICM PROFILE FOR YOUR MONITOR -- AND THEN CALIBRATE IT. Most High end monitors come with calibration software. Getting ICM working correctly on your screen really isn't that big of a deal, in fact if done properly calibration is just a matter of adjusting the contrast and brightness to your work setting, you shouldn't have to worry about color adjustments. Getting it to work right when outputting however . . . let's just say I am coming back from spending 3 hours in a lab strugging to get photoshop and windows to coperate to match colors on a HP Laserjet 8500 Color. You want to know why most people think mac's are so superior tp PC's for graphics work? You don't have to waste (much) time trying to get ICM profiles to work with each other. Colorsync is a godsend.

P.S. : When I say "high end ATI," in many ways I am referring to what was high end at the time. Until the 9500/9700, I could not find a non-matrox card that touched my Radeon DDR 64MB VIVO. In fact, I still use this card for precisely that reason. Doom3/HL2 will be forcing me to shell out for a new card though :frown:
