Have him towed yourself. If this isn't timely enough, tie a chain to the guys undercarriage and pull his car into the middle of the street.

I used to have a similar problem myself years ago. If your neighbors can't be reasoned with and you've tried and tried, then have them towed. They'll get the point.

Doubt that his quoted section is correct. It talks about exits/entrances for places, not blocking garages. I highly doubt it applies.

The entrance to a garage is a driveway. I'll doubt the cops side with the owner of a parked car, especially after about the 3rd or 4th time.

If you can't get the management to call a tow truck because it's "too early" (why does he have to come down and see it...he should just be able to call it in) jack it up and take the tires off the car. Spread them around the parking lot one lugnut at a time.

I would be suprised if the police would get involved in a parking dispute on private property.

It is always illegal to park your car in such a manner as to block someone else's garage or driveway without their permission. This is pretty much a universal law in the US, common knowledge, and not even debatable.
If property management won't help you, then just look for the towing company signs that are probably already in the parking lot and call them yourself. No need to bother with the cops.

People used to block our driveway everyday. So we finally just ended up getting one of their cars towed and having a sign put up. It hasnt been blocked since.

Buy a nice floor jack and four of these - problem solved. Seriously though - from a liability standpoint, you don't want to touch their car, and probably don't even want to call the tow company directly. As screwed up as the judicial system seems to be most places, you don't want to put yourself in a position where their vehicle is damaged by someone acting on your behalf and they take you to court. Definitely check with the police to see what kind of assistance they can offer.

There COULD be some truth to that, (at least for some of the residents/visitors) but the parents who actually own the home are decent people who I THINK are legal.

you need to contact the owners of the building and let them know that ur not happy with your current situation and that your building manager is not doing his job that they are paying him for first of all.
