Your (new-ish) avatar reminded me of The Mr. Men show from a new years back. Watched it with our kids A TON. (yes, I know and loved the books from the 70s, it was revamped 10 years ago on TV too)
I think it's bigger in cosmopolitan areas, and at "artier" restaurants, but I don't think it's common. I don't eat at nicer places though, so I may be out of touch. I drink it at home. Gerolsteiner is my favorite plain version. I used to be able to get Strathmore flavored water, but that disappeared. That was my favorite flavored. Now, I guess it would be Polar.
