I know on my ship there was one enlisted man with a 4 year degree out of a crew of about 370. So according to my experience the numbers were a little high actually.
To be honest the numbers make perfect sense. If you have a 4 year degree, you become an officer. The deployment/work schedules make going to a 4 year university difficult if not impossible, so very few do it. A large percentage of people in the military (sorry, it's true) didn't do particularly well in high school. This doesn't have to mean that they are stupid, but they didn't do well in school. So you have extreme difficulties in scheduling and admissions... thus very low % of college educated enlistees.
